Pumpfields & Limekilns SPD

The Pumpfields & Limekilns SPD sets out an ambitious plan to deliver more than 7,000 homes as part of a revitalised, highly sustainable extension of the city centre. It supports the creation of new jobs, green spaces and cultural activity, providing a clear framework that strengthens neighbourhood identity and ensures new development delivers meaningful benefits for communities across the North Docks, Liverpool North and the wider city.

The document, developed in collaboration with Turner Works, ARUP and Montagu Evans, establishes a single, connected district and enables comprehensive change that is inclusive, resilient and respectful of the area’s unique character. The masterplan has been shaped through extensive engagement with residents, businesses, landowners, developers and community organisations, and will guide future planning applications.

The SPD is built around three key themes that reflect both the area’s history and its future potential:

• Nature: restoring green infrastructure through Kingsway Park, a new linear park, and a network of reimagined neighbourhood spaces enriched with high‑quality greening.


• Industry: celebrating local heritage by supporting creative industries, small businesses and maker spaces.


• Connectivity: improving movement and accessibility through safer streets, better crossings, enhanced walking and cycling routes, and stronger links between the city centre, Liverpool North and the waterfront.

We feel privileged to have involved in this vital policy document for Liverpool. It illustrates the ambition of LCC to support the delivery of the highest quality housing and new development in the City. From the small to large scale, there is such opportunity now for Liverpool to lead the way in providing new neighbourhoods which are ground-breaking in their design, their inventiveness and quality, with buildings and landscapes that genuinely foster neighbourliness and support lives of all ages. It is an incredibly exciting time for the city and we are so glad to be part of it.
